How it works
- Countable monthly income adds SSI / benefit amount and other countable income, or uses the monthly income field if you enter a combined figure.
- Personal needs allowance is subtracted first using the amount you enter (defaults to the published HCA ALF PNA).
- Estimated monthly room and board is the lesser of the published or entered room-and-board rate and the remaining countable income after PNA.
- Estimated daily room and board divides the monthly estimate by the number of days you enter.
- Estimated amount remaining is income minus estimated room and board minus PNA, not below zero.
Example using published Washington HCA standards
If SSI is $994 and the published ALF personal needs allowance is $108.74, remaining countable income is $885.26, which matches the published room-and-board standard on the January 1, 2026 HCA table. Actual responsibility can differ by program.

What is room and board in an AFH?
